Rex said he will work to find strategies to close the achievement gap between rural or poor students and those from more affluent areas. He said he would emphasize state government's obligation to ensure public schools are funded equitably. A Rex aide arranged to have a traveling exhibit of photos taken by children in S.C.'s poorest school districts on display outside the room where he met with agency employees. The pictures portray troubling images of conditions in some schools. Rex said he encountered "discomfort" on the campaign trail among people who were proud that the state's school-reform strategy is highly regarded but worried "the lack of performance makes us look bad." Rex said he wants to spend an average of two days each week traveling the state, visiting public schools.

"You can't get it all done from the Rutledge Building," he said. After three similar speeches and a lunch of Chinese food, Rex met with a delegation from France. The Education Department is negotiating to establish an exchange program similar to efforts that have brought educators from Spain, India and China to the state. Then he was off to the ETV complex to record messages for the agency's Web site and an introduction for a program about how high-school students should apply for college aid. "I have a lot to learn," he said.
